Aberfeldy Village is a long-term regeneration partnership between Be Living, Poplar HARCA and Willmott Dixon created to transform a low-density estate in Tower Hamlets into a new mixed-tenure neighbourhood. Delivered through Aberfeldy New Village LLP, the programme is regenerating a seven-acre estate through successive phases, creating more than 1,100 homes for sale, private rent and social rent.

The estate’s regeneration has been shaped with residents from the outset, with 93% of residents supporting proposals to improve the area and their homes. Through steering groups, workshops, consultation packs, online engagement and youth-focused design work, the masterplan was developed around the needs of the people who live there.

Willmott Dixon has played a central role in shaping the masterplan, tenure strategy, funding approach and phased delivery plan. Working through the LLP, we supported viability analysis, planning, financial modelling, sales and marketing, estate management and governance, creating the continuity needed to deliver complex regeneration over multiple phases.

Creating a connected neighbourhood

The vision for Aberfeldy Village is to create a safer, better-connected and more welcoming place to live. The masterplan removes barriers that previously isolated the estate, improving routes through the neighbourhood with clearer connections, green spaces, cycle routes, a new high street and a village square.

A linear park sits at the heart of the new neighbourhood, providing space for play, interaction and everyday community life. The development also includes shops, healthcare, community facilities, public realm and green space, alongside a mix of homes that respond to local housing need.

Structuring delivery with confidence

Aberfeldy Village is being delivered in phases, reducing risk while allowing residents to see change take shape over time. Three phases have been completed, with a viable route established for future phases.

Supporting local people and businesses

Social value has been central to the regeneration. The project has created more than 500 jobs over its lifetime, achieved 30% local labour and apprenticeships, and supported local businesses through free retail units and meanwhile uses, including a temporary pub, boxing club and shopfront improvements for businesses awaiting redevelopment.

The programme has also supported young people and local residents through school engagement, work experience, community funding, careers activity, site visits, reading programmes and local events.

By combining long-term partnership, resident engagement and phased delivery, Aberfeldy Village is creating a new neighbourhood rooted in local need, with more homes, better connections and lasting value for the community.
