Ashton Rise is a mixed tenure housing development delivering 133 homes, including 40% affordable social rent, for Bristol City Council. As the council’s first mixed tenure scheme in over 30 years, the project required a model that balanced commercial return with social objectives.
Willmott Dixon Developments worked with the council to shape a deliverable scheme, developing and testing multiple density, tenure and funding models to identify the most effective approach. A cross-subsidy model was established, using proceeds from private sales to fund council homes, alongside securing £1.16m in Renewable Heat Incentive funding to support a low-carbon energy strategy.
The completed development provides a mix of homes for sale and social rent, aligned to local demand and the council’s housing strategy. The scheme also introduced ground source heat pump technology, delivering fossil fuel-free heating and improved energy performance.
The council house new build programme is an integral part of my commitment to increasing the number of new homes in the city. This scheme is the next phase of that programme, and a chance for us to start doing things differently.
