Willmott Dixon Developments helped Oxford Health NHS Foundation Trust and Oxfordshire County Council create the business case for a new Mental Health and Social Care Hub in East Oxford, replacing ageing facilities with a more sustainable, flexible and community-focused model of care.

Working under the One Public Estate programme, we provided strategic feasibility, asset review, funding advice and early-stage development support from RIBA Stage 0. Our work helped the customer understand how the hub could be funded, what public assets could support delivery and how the proposed facility could respond to the needs of multiple stakeholders.

Unlocking funding through public assets

A key part of our role was developing a land disposal strategy to support the hub’s financing. We identified three nearby sites that could be unlocked for new homes and student accommodation, with income generated helping fund the new health and social care hub.

The strategy identified potential savings of £12.6 million, with a further £6.1 million explored through reducing the gross internal floor area by 25%.

A hub shaped around service needs

The proposed hub needed to bring together mental health, social care and community services in a way that worked for public sector partners and the people they support.

Willmott Dixon Developments helped manage stakeholder engagement through the One Public Estate process, working with NHS Oxford Health, Oxfordshire County Council, Oxford City Council and wider stakeholders to understand service requirements, operational priorities and community needs.

Working with Willmott Dixon Construction colleagues from the outset, we also considered how modern methods of construction could support future delivery, including the potential use of CURA, Willmott Dixon’s pre-designed healthcare hub model.

By combining asset strategy, funding advice, stakeholder engagement and early development expertise, Willmott Dixon Developments helped create a clearer path towards a new mental health and social care hub for East Oxford.
