Navigation Way has transformed the former Biart Place site into a new neighbourhood of 100 affordable homes. Working in partnership with Rugby Borough Council, Willmott Dixon Developments unlocked the funding that made the scheme viable, enabling the council to bring this brownfield site back into use and meet growing local housing need.

Biart Place had stood empty since the demolition of two unsafe tower blocks. The council wanted to replace them with modern, energy‑efficient homes for social rent — but delivering 100% affordable housing on a complex brownfield site required a robust funding strategy.
To move the project forward with certainty, significant external investment was essential.
Funding unlocked
We worked with Rugby Borough Council to secure the grants needed to make the scheme deliverable
- £6.8m from Homes England’s Affordable Homes Programme 2021–2026
- £2m from the Government’s Getting Building Fund
These funding streams underpinned the financial model, enabling the council to commit to a fully affordable scheme and progress the project with confidence.
We shaped the funding approach, aligned the proposals with programme requirements, and supported the council through the evidence and assurance process to ensure the project met the criteria for both grants.
A new affordable neighbourhood
With funding in place, our colleagues in Willmott Dixon Construction delivered a mix of:
- 60 one‑ and two‑bed apartments
- 20 maisonettes
- 20 two‑, three‑ and four‑bed houses
All homes were allocated to households on the council’s waiting list, providing high‑quality, secure accommodation for local people.
Navigation Way has transformed the former Biart Place site and delivered 100 modern, sustainable properties which have now become home to eligible households on the council waiting list.
