Torbay Council appointed Willmott Dixon Developments, in a Joint Venture with Milligan, as regeneration partner for a multi-site, multi-phase town centre programme across Torquay, Paignton and Brixham.

While more than £100m of public funding had been secured, the programme required a clear structure, viable schemes, and a coordinated approach to move projects into delivery.

Willmott Dixon Developments worked with the council to prioritise sites, test viability and reshape proposals to improve viability and deliverability. This included refining schemes to support town centre living, repurpose underused retail space and strengthen connectivity across key locations.

The team also played a key role in protecting funding, supporting negotiations with public bodies to extend time-limited grants, and maintain momentum across the programme.

The programme is now progressing a pipeline of regeneration projects across the three towns, including new homes, mixed-use development and town centre renewal.

The approach has established a clear route from funding and strategy into delivery, enabling multiple sites to move forward as part of a coordinated programme.

It feels like Torbay Council, Willmott Dixon and Milligan are one team, working together to deliver real change for Torbay. That’s what a long-term, multi-site approach enables.
